He wants to know how the flow rate m/s is calculated when calculating the wind speed, and how the L angle, time difference, upstream time, downstream time are determined.

For L, and angle, it is fixed after customer setup the transiver and receiver.

For upstream time and downstream time

for time difference, it equals to upstream time minus downstream time. However, as the time difference is very short. It is calculated by our alogirhm. 

I think all of this is very baisc knowledge of USS. I would suggest customer refer to the user's guide.
