MSP430FR2033: Where can I reference the libraries?

There are no "libraries". You need to create your own delay using one of the timers. On the MSP432P401R the SysTick was tailor made for this.

If you just want a millisecond scale delay, you can simply declare some index variables volatile and use a for loop.

If you want the Millis functionality to time things, you need to use a timer.

I am not sure how active it is, or whether it supports your chip, but you can use Energia which puts the Arduino platform on an MSP.

I think you're right. I tested this bit of code on an online c compiler, and it worked. However, when I put into my program in CCS it doesn't recognize the delay. This is weird because it is just a for loop. I will try this method and see how it goes.

This is why you make the variables volatile.

You could also throw a couple of __delay_cycles() in the loop to make it look like it is doing something, even if it is nothing. 8^)

It is not working though. Breakpoints reveal that the program sees the delay, but it doesn't act on it.
