It depends what you want to do with the pin. These are 5 V tolerant, open drain and need external pullups which is what the jumpers provide.
Note that the TI examples use PA11 for UART0-RX function and that is connected to the XDS-110 for the back-channel UART, it is selectable in the Pin-Mux section of sysconfig.
Yes, I tried that as well but, it was not transmitting the signals, i also tried different pins which are available for the it, but currently only TA0 was working.

Both PA0 and PA1 can be used as the normal GPIO. As Keith Barkley suggest, Please try our example code on SDK https://www.ti.com/tool/MSPM0-SDK
