MSP430FR5969: UniFlash 8.5 BSL firmware update not working (UniFlash 7.1 does work)

Part Number: MSP430FR5969
Other Parts Discussed in Thread: UNIFLASH, , MSP-FET

I have a device based on the MSP430FR5969 configured to update firmware via BSL using an MSP-FET.  I have installed UniFlash 8.5.0.4593 (and CCS 12.4.0.00007 if that matters) on a new laptop.  I attempted to perform a firmware update over BSL and UniFlash appeared to be hung at this point:

    Load Program
    Please Wait...
    Executing Startup Scripts: MSP430

The following error appeared under this window (it may not be exact as I was unable to copy and paste the error message):

[ERROR] MSP430: Error initializing flash programming: Filed to load C:\ti\uniflash_8.5.0\deskdb\content\TICloudAgent\win\ccs_base\DebugServer\bin\FlashMSPSLBootloader.dll: The specified module could not be found.

I attempted to enable logging but the resulting log had blank error entries such as:

13:54:52:270 log - NWAgentAPI: dinfraConfigue resolved successfully.
13:54:52:370 error - {}
13:54:52:377 error - {}
13:54:52:382 error - {}
13:54:52:383 error - {}
...

The names dll does exist on that path on my hard drive.
I tried both uing a working uniflash session file and creating a new session with the same results.

UniFlash 8.3 had the same behavior.  My old laptop has Uniflash 7.1.0.3796, which works fine.
UniFlash 8.5 seems to download firmware using JTAG without issue.

I don't want to use any cloud-based services, just intend to use the local application as I always have in case there is something I'm missing there.

Any suggestions?
