Short answer: No.
Per datasheet (SLAS541M) Sec 8.35, TACLK is limited to 16MHz (at 3V).
Also, there's no crystal oscillator circuit associated with P1.0, so you'd need to construct that externally, and feed its output (single-ended) to the pin, a.k.a. an external clock.
