By chance, are you writing/modifying locations 0xFF80 - 0xFF83?
It appears if you modify these 4 bytes to be anything other than 0xFFFF_FFFF or 0x0000_0000 this locks the JTAG/SBW debug interface. The only way to recover is through the BSL (boot strap loader).
If you are not sure if you wrote to this section, look for the *.map file in your debug folder in your project and post so I can see.

Ok, thanks for sharing this information. This indicates you are not disabling the JTAG so let's look at a few other things.
Is this the first attempt to program the MSP430FR2433 and you encountered this error, or have you been successfully programming and suddenly you see this error?
Are you programming this device on your own PCB or programming a TI Launchpad?
If you create a new project with a simple main() and nothing more, do you still get this error?

No. FR2xx with locked JTAG / SBW can be put back to factory state (unlocked / mass erased) also by mailbox system over (locked) JTAG / SBW interface. There are checkbox for this (erase user code) on TI software tools...
