I have very little experience with micro-controllers (uC). I've been "spinning my wheels" with the Raspberry Pi Pico.  I do not feel they are serious about low power design, and their support staff is weak. I'd like to begin moving forward with TI, but I need some information to get started:

My Application:

I have an idea for an "off-grid" project - meaning no AC; power will be via a small solar cell and battery.

I need the uC to control a "latching relay", and read time from a RTC (Real Time Clock). The latching relay is a Panasonic (Type:  DSP1-L2-DC12V-F, P/N: AGP2213F).  The RTC is a  RV-3028-C7. 

The relay will be used to provide power to a "Sensor Package" consisting of a small computer, and various sensors for temperature, etc. 

For the prototype/proof of concept hardware, the uC needs only to sense the battery voltage, read time from the RTC and drive the latching relay coils to apply or remove power to the sensor package.

What are my questions?:

Which part would you recommended for this application?

What "software tools" and development hardware is required? I plan to code in C, and my "workstation" is a late model MacBookPro. I don't want to spend much money on "tools" at this stage.
