Yes, we just have such reference design of https://www.ti.com/tool/TIDA-00807 that Current voltage measurement range: 0.5-100A, 50-300V. But based on my opinion you can just modify the analog front end to fit with 10000v that will be work.

Yes, Base on your design has a voltage detection from 50 to 300V, but it is not mension how to detect just a Vlotage I/P block on it. Could you please provide more information for us?

It is potential divider circuit divides AC input voltage to a Level that can be measured by ADC.
But I am not sure if that can meet with 10000v voltage sample maybe add a voltage isolator will be more safe.
