Yes, there is real fuse that can be blown once, and than SBW / JTAG access is disabled. It is blown by special entry SBW command sequence before 6V Vpp is applied to test pin (SBW). So hardware tool must be able to generate Vpp (LP's don't support this). If you want to know details, check slau320.
On any OS, MSP430 related software based on msp430.dll support this. For example, TI open source MSP Flasher can be used for this.
