And you can find the driver in this post. FET430UIF is the old production, but his driver is same as MSP-FET. If you can't resolve your issue after reading this post, maybe your 430UIF is broken. You can try to change to use the MSP-FET which can be bought from Ti.com

This launchpad is what i trying to connect with my laptop.

Yes, you can connect it with your PC through the USB because it already has the on-board debugger. And about the usage of this LaunchPad, I think you can refer to the post I shared with you and the user guide of this LaunchPad. In theory, if the board was not broken and you refer to the user guide, you can use it normally.
