MSP430FR5969: Unable to Successfully program through UART Pins

To provide an overview, we are trying to program the MSP430 externally using the UART TX/RX and TEST/RST lines to enable the bootloader mode. We have added 47kohm pull-ups to TMS and TCK as from our understanding, when left floating could enable JTAG.

When we enable the BSL according the logic timing diagram but with pulse with set to approximately 2 seconds, the MCU seems to tristate. Is there a maximum time RST/TEST to enter BSL?
