MSP-FET: MSP-FET needs recovery, recovery failed

I just bought a brand new MSP-FET and attempted to use it to flash my MSP430G2230. When attempting to debug, I got this error: 

"Error initializing emulator:
One of the connected MSP-FETs / eZ-FETs debuggers needs recovery. Select 'Recover' to start the recovery process.

Note: Only one MSP-FET / eZ-FET debugger can be connected to your system during recovery."

When I click Recover, I get 

"MSP430: Error initializing emulator: MSP-FET / eZ-FET recovery failed"

I was on CCS 12.8.1, but I tried this on CCS 9.1 as well and got the same issue. In my Device Manager, I do not see the MSP-FET on Port/COM or USBs, which is odd but obviously CCS still recognizes it. I also believe that the right drivers are downloaded.

I've seen a lot of people post about this issue but I haven't really found a consistent solution if any. 

Should I try an even older CCS version?
