The best answer is found in The Compiler User Guide, section 5.8.13, page 85. If I try to describe it here I will miss out things.

It is usually a compiler directive to specify additional "pragmatic" or implementation-specific information. It usually not portable and does something a standard portable code cannot or difficault to do.
