Does CCS 5.1 supports ULP Adviser ? If yes ,then how to update CCS5.1for ULP Adviser.

Based on the release notes for CCSv5.1, no, ULP Adviser is not supported. CCSv5.2 (release notes) specifically highlights support for ULP Adviser in the "differences from CCSv5.1 area".
