It seems that COM3 is already in use by another application.

You can try to manually assign a different com port to the MSP-GANG Tool in the Device Manager of your operating system.

(right click ---> Properties --> Port Settings --> Advanced... --> COM Port Number)

Have you tried to reinstall the Software? Perhaps using a different USB port..
