Are the pins on MSP430 Launchpad device by default pulled up..?

nRST pin is pulled up. TEST pin is not.

P1.3 has pads for pullup on the PCB, but may or may not have a resistor there.

RXD and TXD pins on the Emulator side are pulled up.

So does the button connected to Pin 1.3 on launchpad has no resistors ..?

On old LaunchPad revisions, it had. But it was hindering alternative usage of this pin (an untouched button is invisible, a pullup resistor is not). SO newer revisions doN#t have it anymore (and you can activate the internal pullup by software, if you need one)
