Why I can't open the brd file inside this zip file?

When I tried to open it, it's said to be corrupted.

I just want to extract an RGC package symbol of Allegro from the brd file, since I have problem on creatting it.

Does TI provide it?

Does it really say 'corrupted'? I get amessage that thsi file requires Eagle V4.60 or above when I try to open it with my licensed Eagle 4.31. I have no problems opening it with the free version 6.x whcih I have installed in parallel for exactly this case.
