I am trying to debug a issue where the Program Counter tries to execute from address 0x390 which is the TA1R on the MSP430F5438A. I have tried opening the Trace View but all of the buttons are grayed out. Does any one know why? Is there a way to set a breakpoint to halt when the Program Counter gets written with a specific value?

It depends on the development environment (IAR, CCS, ... ). I can give you a few hints about CCS only, since i don't use IAR.
For CCSv5 there is following wiki available (http://processors.wiki.ti.com/index.php/MSP430_Advanced_Debugging_using_CCSv5). I highly recommend to first read the application note Advanced Debugging Using the Enhanced Emulation Module (EEM) With CCS Version 4 (Rev. A) mentioned there to get an overview and understanding of the debug features and capabilities of each MSP430 family.
CCSv5 offers some enhanced options to configure breakpoints compared to CCSv4:
I think you will find something suitable for your needs there.
