my SMCLK = 16Mhz and band rate 1382000bps

SETUP the UCA1CTL1 |= UCSSEL_2; UCA1BR0 = 0x0B; UCA1BR1 = 0; UCA1MCTL = 0xB6; RS232 is link ok

but SMCLK = 8Mhz and band rate 1382000bps and SMCLK = 1Mhz and band rate 1382000bps

SETUP the UCA1CTL1 |= UCSSEL_2; UCA1BR0 = 0x06; UCA1BR1 = 0; UCA1MCTL = 0xB6; RS232 is link not and Garbled why?? --->8MHZ

It is not possible to have UART working on high baudrate with low MCLK. This is not the only reason, but try to calculate time needed for processing sent/received bytes (interrupt) and it will be clear. MSP430 UART max baudrate is defined (by datasheet) as 1 Mbps. I done some testing on this...
