Yes, you can use the Spy-Bi-Wire interface of the ez430-RF2500 emulator for this purpose. Alternatively you could use a MSP430 Launchpad (http://www.ti.com/tool/MSP-EXP430G2).
The LaunchPad experimenter board is capable of programming the eZ430-RF2500T target boards, the eZ430-Chronos watch module or the eZ430-F2012T/F2013T target boards.

Another option would be using the free FET-Pro430 Software from Elprotronic: http://www.elprotronic.com/files/FET-Pro430-Lite-Setup.zip
