Failed to use MSP-Gang Programmer download

Hello!

Now I am wroking in a project which uses MSP430F5438A as main MCU, 

I use MSP-FET430UIF to debug and  download, it has no problem.

but when I try to use MSP-Gang to download,  it occurred an error:

"ERROR 23: MCU device init failed"

so download routine failed.

We checked the circuit and found VCC power 3.3v is ok,

and 14pin JTAG connection is also ok refer to the MSP-Gang user guide.

I have ever tried use external power or supplied by programmer, but both method failed.

Now we can't find the problem,

Could you help to find the reason for it?
