External Pull-up Resistor

There is not universal pull-up recommendation because it depends on application, signal rise speed to be exact. For fast rise speeds you need "strong" pull-up, thus smaller resistance. For what kind of signals/lines you need your pull-up?

to maintain the default state of the peripherals which is connected to the controller, generally i will use pull-ups & by making active low i will trigger the peripherals.

by doing this whenever there is controller in my application board without code in msp, all my peripherals will be maintained in default off state & even when i remove the controller from the board all my peripherals will be in off state.

If your peripherals have CMOS inputs, then weak pull-ups like 47k will be fine.
