How do you sample a GPIO input port (LED)?

I have an LED that blinks at specific rates.  For example, 1Hz, 5Hz, and 10Hz.  It is connected to one of the GPIO pins as input.  When another device blinks the LEDs, I need to sample it and determine its frequency in order to get the device's status.


What is the best way to sample the GPIO port (P2.4) and measure the blink rate frequency properly?
