USB driver installation error

Hello All,

I just began to work on MPS430F5438 evaluation board and got an error of "unable to launch usbinst" when installing USB driver available at http://www.ti.com/lit/zip/swrc094 on my windows 7 laptop.  What might be causing this error?

Also, what is the main difference between CC256xQFNEM and PAN1323ETU?  To get bluetopia demo to work, can I use MPS430F5438+CC256xQFNEM? or I have to use PAN1323ETU instead of CC256xQFNEM?
