Why can't i generate TI-TXT file in CCS6?(Free Licenced version)

hello,

my CCS6 is free licenced version, is it the key reason that i can't generate the ti-txt file?

No, there is no limitation according to this.

Right click on your project in the project explorer and select properties:

Then select the HEX-utility and enable it:

And then select your output format:
