MSP430: Error initializing emulator: Could not set device Vcc

Could you tell a little bit more about your setup? CCS? Which FET? Do you have a schematic of the connections?

Could you then explain which contact of the 14pin JTAG connector is connected to which pin of the target? Is it a custom (selfmade) board or is it a target board from TI?

it is a custom made board............
and 14pin JTAG connector is :-
PIN 5: SBWTCK
PIN 3: SBWTDIO
PIN 2: VCC_3V3
PIN 1: GND
PIN 7: SBWTCK with 330E resistor...................

And which processor?

When using pin 2 you are powering the board from the FET during programming. Make sure the power consumption isn't too high for the FET.
But much more important is your wrong GND! It is pin 9 of the FET, not pin 1. Without these reference point you cannot set/sense any voltage.

When using SBW, you normally only connect pin 1 (TDO/TDI) of the FET to the processor's RST/NMI/SBWTDIO and pin 7 (TCK) of the FET to the processor's TEST/SBWTCK. And VCC TOOL or VCC TARGET plus GND, of course.

The resistor is only needed when planning to burn the security fuse.

i am not connecting direcctly target to board i.e.using one bridge between them...... their configured ............

What do you mean by "system"? Just another FET or complete different PC including FET?

Then did you check if the FET has properly enumerated in the device manager on the "problem" PC?
