Hi Jim!

There are schematic symbols and footprints for EAGLE available here. The MSP430F663x processors are also included:

For other layout programs you will have to make your own one.

No, sorry! I'm using EAGLE only. But I'm sure there are tutorials on the web on how to create your own devices. And the documentation for your program will provide that info as well. But maybe you're lucky and someone else here can explain or provide a ready to use device.
