I have two debugger.

I can not download in MCU.

MCU is MSP430F2618.

IAR message is "Your connedcted hardware might drain too much power from the debugger."

Do you know?

    IAR is connected to your hardware. I presume it has some evidence to give you that message. Granted, IAR could be incorrect. But we have no idea what your hardware is doing. How can we know?

    If you have a Infrared Camera, take a picture of your hardware when power is already on. It may show you the hot spots that are wasting power. But it might not be sensitive enough to do so.

    Beside from the MSP430F2618, what other hardware is powered from the same rail as the MSP? Can you estimate the current consumption of the complete circuit?

    Please tell what debug tool you are using, which mode and how it is connected to your target. Please specify all connections.
    Your problem could be improper connection of VCCTARGET sense line of JTAG
