Hi Admir,
This depends on your use case and your device configuration. You can use an external reference on VeRef+ without using the VeRef- input. If you configured the device for VeRef- usage, for example the ADC, than you have to apply GND or a positive voltage on this pin.

when I applied positive voltage on the pin VeRef- and positive voltage on the pin VeRef+, can I analog signal from –VeRef to +VeRef cover?
Example: VeRef- = 1.2V; VeRef+ = 1.2V; analog signal y=1.2sin(2pi*f*t)

Still not exactly sure what your use case is. If you like to measure your analog signal for example with the ADC, the VeRef- should be lower than your lowest analog amplitude and the VeRef+ should be higher than your highest positive amplitude of your analog signal. Otherwise your analog signal will be clipped.

Purpose is negative and positive voltage to measure. Not only positive voltage.

Ve_REF− must be positive, when measured relative to ground.

Ve_REF− must be negative, when measured relative to Ve_REF+.

Admir, you cannot do this by software? If you want negative values for all results below Vref/2 you could just subtract 2047 from all values?!

Has TI a microcontroller which allows VeREF < 0 ?
