How do I upload a binary in `.out` format to an MSP-EXP430 board?

`MSP430Flasher` would be an option, but it only accepts files in `.txt` and `.hex` formats.

I found the `tiobj2bin` utility for converting `.out` files to binaries, but can't make it work. Is there another way?
