MSP430G2553: I2C clock issue

During i2c, when a clock of 100khz is generated, its voltage level is low around 2 volts ( when checked at port),whereas a clock of 1 mhz gives voltage level of 3.5 volts ...why the difference? The volatge level of the 100khz is stalling i2c data transfer as SCL =1. Any suggestions??
