Hi William,
Yes the MSP-EXP430F5529LP can be used to program other MSP430 devices. The upper half of the LaunchPad (above the dotted line) is the debugger that can be used to program a wide range of MSP430's. To do this, you simply need to disconnect the appropriate jumpers from the LaunchPad then use jumper wires to connect to the target. However, you need to keep in mind that the target side will need some capacitors and resistors populated so it can be properly programmed. Please see Fig 2-1 or Fig 2-3 of MSP430 Hardware Tools User's Guide for more information on how to properly connect to the target device and what hardware is needed depending on the whether you will be using SBW or JTAG to program the device.
Will you be using 4 wire JTAG or Spy-Bi-Wire (SBW) communication to program the device? I can give more direction of which jumpers need to be removed/connected and what hardware needs to be in place based on this.

I am trying to copy the method of programming that I used in one of my university classes. In that case I was using the tm4c123gxl launch pad to program the same target device as was on the evaluation board. I think it was the 4 wire JTAG method as I remember soldering 4 connections between the emulation part of the launchpad to the pcb with the target. 5 if you include the ground connection.
