Assuming I'm understanding your question correctly, based on what I found I believe that the answer is yes, but this would be a question that you should ask Elprotronic, as these are their products.

MSP430-Flasher (open source, same as MSP430 dll) is working with any TI FET from command line.

BTW, If the command line is a must, and you can't find software / hardware combination that you need, you can also check my flasher with (open source) command line PC side.
