MSP-GANG: What Does Error Code 33: IR Communication Failed Mean

I have a target board with MSP430G2744 in it. When I try to read memory on it the programmer produces "Error 33: IR Communication Failed" What does this mean? What aspect of the communication is failing. 

Two additional interesting observations:

1. The board generating the error is readable and programmable by using a MSP_GANG430 without issue

2. The MSP-GANG is able to read another board that has the MSP430G2744 in it without issue.

    IR communication failed means there was an issue on the SBW lines that made it where the MSP-GANG had trouble talking to the target device.
    In order to help diagnose the issue, I have some questions:

    Are you using a TI target board, or a custom board?
    Can you provide a portion of the schematic showing the TEST/RST (SBW) connection to the MSP-GANG, including Vcc/Gnd and any passives or other devices connected to RST/TEST pins?
    Can you also provide information on how the board is powered (from MSP-GANG, or is there any external supply on the board or battery)?
    How is the MSP-GANG physically connected to the device on the board - is the provided ribbon cable to a 14-pin header used, single unshielded wires, pogo pins, or what method? What is the total length of the signal path between MSP-GANG and the device (must be less than 50cm)?
    Are there noise sources in the system? (radios, motors, relays, etc)?
     
    Hopefully these can help provide some clues to what is happening.
