We tried to see if it programs after making the changes as seen in your mail.
A POP UP window "unknown device " is appearing. The issue is not resolved yet.

Ok, I see the confusion. I was wrong.
In the MSP430 Programming with the JTAG Interface document, SLAU320, section 1.4.2.2, it describes that for FRAM based devices, the TEST pin does not require a special programming voltage. Instead there is a special lock key that is written to a specIfic location to lock the JTAG.
For the MSP430FR5994, this process is described in the MSP430FR58xx / FR59xx family reference manual, section 1.13
