I would like to use openMSP430 for a commercial project and sell the device. Do I need a license from TI or does TI have any business / legal restrictions on this.

Thanks for your reply. It clarified a lot of things. Once more follow on question. openMSP uses mostly the same instruction set as MSP430.
The was the whole idea of doing a openMSP430. Would this fall under the category of "other collateral" ?

"Other collateral" means "other stuff that is protected by copyright/trademarks". But the instruction set itself cannot be copyrighted.
What you'd have to care about would be patents, but those expire after 20 years.
