the framing error indicates in Master and 4 wire SPI-Mode a falling edge on STE, indicating a BUS conflict.

Hello Al,
one of the documents, where you can find a description on it is the MSP430F1xx User's Guide 
I know this is a different MSP430 family, but we kept the feature the same for compatibility reasons. You can find the statements on page 14-5.
The corresponding section in the MSP430FR59xx/69xx UG is 31.3.3.1 4-Pin SPI Master Mode (UCSTEM = 0). Unfortunately the description does not sound as clear. It takes 20y of MSP430 history and experience.
