Do you have a load on the VDD pin when you see 2.2V? If so, it could be that your load is pulling too much current dragging the voltage down. You could try a larger capacitor on Cstc.
We don't have a load on the VDD pin. Voltage on the STC pin 3.9 V, so VDD is off. How to increase the voltage VSTC?

Is your bus voltage within the minimum and maximum ranges shown on page 8 of the datasheet? If so, have you also tried using the values shown in figure 7 of the datasheet?
