Could you get some screenshots on how the customer setting the MSP-Gang programmer while using the serialization function? I guess it is related to the wrong settings somehow.

These setups looks fine. I am not sure why it gets duplicate serial number. 

However, you can try with log the unique numbers log file. And get the serial number from the file and see if there still has this duplicate issue.

What the customer wants to consider is that the serial number data be retained at the timing when the serial number is incremented.

The serial number data seems to be stored when the user successfully shuts down the application,
and if the PC is suddenly turned off or the application is forced to shut down in Task Manager,the latest number used to write to the device is not stored.

For this reason, if the application is forced to close at the factory or the power of the PC is suddenly turned off,
if the user writes again, there is a possibility that a large number of duplicate serial numbers will occur and it is difficult to use.
For this reason, the customer wants to change the MSP-GANG Programmer serial number storage specification.
