MSP430FR2355: stuck in LPM3 cause??

Looking for suggestions.  I run code and find that when I pause the debugger I am sitting at LPM3.  GIE is enabled, I can run / pause and watch counters running (using ACLK) so I know my clock hasn't stopped.  TB0CCTL0 has CCIE enabled and it's clock is running and I also see an IFG flag for it, yet I do not jump into the ISR.

Can someone give my ideas of things to look for here?  Much of the time the system powers up and is running this 'strangeness' seems to happen after invoking a 2.2 push button switch where I enable a PWM on TB3 and the watchdog which is set for 1 second interval interrupts (as a counter).  At this point I wake a radio (GPIO) and start TB0 timer and then go into LPM3 to wait until TB0 expires (7ms) ....I never move after I hit the LPM3.

A re downloading of code gets me started again which suggests something went off in limbo but I'm not sure how or where to begin to look
