MCF8315C-Q1: When FG pin is opened at power-up, I2C communication can't work.

I have received an inquiry from my customer.
The inquiry is as follows:

If the FG pin is open when the power is turned on, I2C communication does not work.
Is this a specification of this device?
I cannot find any mention of this in the datasheet.

FG and nFault pin require pull up, this information is provided in the data sheet.
