The device doesn't battery detecting operate.
Is it normal operation?

If you permanently bias the VFB pin to be above LOWV, then the charger will always detect a battery. This is because when the 8 mA discharge current is applied the proposed circuit will clamp the VFB pin above LOWV and max out the 1s timer.
I would recommend designing the circuit such that the VFB is biased mostly above LOWV (which will depend on what output voltage you want to start fast charge), but can drop below LOWV as well under certain battery voltages. This way, the lower check of battery detection can work.
