Performing a reset through the pin doesn't reset the registers because it's a partial reset. A full reset can be accomplished through issuing the RESET command, as you have already observed. You should also note that the partial reset will not be performed through the pin if Reg1 isn't powered on as there will be no voltage.

In the attached image, I have given 3.3V from an external source as I am not be using Reg1 and Reg2 internal LDOs. I have noticed that partial reset is also not happening with the current circumstances. Is there a workaround to this. I need a hard reset circuitry to reset the BMS IC.

Unfortunately, you will not be able to perform a hard reset using the RST_SHUT pin or external circuitry. A hard reset can only be performed by issuing the RESET command. If you are willing to put your device in shutdown mode, you can shut down and then wake up your device to reset the register values, if resetting register values is your main concern. To accomplish this, please refer to section 7.5 SHUTDOWN Mode in the TRM. I will attach a link here: BQ76952 Technical Reference Manual (Rev. B) (ti.com).

You should be able to perform a partial reset by raising the RST_SHUT pin high for < 1 second. Your button configuration shown in the schematic you attached should allow this. I would recommend double checking to ensure that the 3.3 V you have from an external source is in fact supplying voltage to the RESET section of your schematic if you are not able to perform a partial reset via the RST_SHUT pin.
