UCD3138A: (New) programming problem with production run

Into production and suddenly I'm unable to program our power boards. As far as I know, the UCD3138A is unchanged (checking to verify this and get very specific part numbers).

Details below:
 
  • Board(s, we've tried 2 of 20 now and got same results)
  • Board turn-on procedures as previous. UCD3138A gets proper power.
  • Using the UCD3xxx Device GUI to program.
  • Hit "Scan for Device in ROM mode"

  • This is the SAME message we always had previous revisions (development and first production run).
  • In "Firmware Download" interface when hitting Download after selecting file.

This is very new, and I can't seem to think of a way around it. This firmware is LOCKED and really cannot be changed at this point (post certification and review from multiple branches).
 
* The "Error" message is completely new. This firmware is certified through testing, approved by multiple military groups. It MUST NOT BE CHANGED. Please help, as this is urgent!
