Your understanding is correct, if ENAB is always pulled low then the gauge will not be able to go into SHUTDOWN mode. I recommend following the BQ27Z746EVM schematic for a reference design on how to connect the ENAB pin, please see the image below.

I'm not sure what you mean by "disconnecting the ENAB pin", but you cannot leave the ENAB pin floating. If ENAB is left floating then you will not be able to pull ENAB low to exit Shutdown mode. Please refer to the following e2e thread.

There should not be any other affect if you leave ENAB floating, other than losing the ability to exit certain power modes.
