Yes, TPS62816-Q1 is pin-to-pin with TPS62810/1/2/3-Q3. However, TPS62816-Q1 transition from PFM to PWM when the inductor current is above ~1.8A (PFM threshold), while for TPS62810/1/2/3-Q3, it is at 1.2A only.

TPS62811 is rated for 1A, how come it transitions to PWM only at 1.2A? does it mean it always operates in PFM?

The 1.2A threshold is the inductor peak current not DC output load. But the PFM threshold for TPS62811-Q1 is quite close to the maximum output current.
Do you have concern with the device operation? You can consider TPS628501-Q1 which has a PFM threshold (peak inductor current) of 0.8A.
