TPS61252: Vout should be 3V3, but it's the same as Vin

Hi, 

  This is the first time I connect the circuit. I started my tests using 3V6 and the VOut is the same as the VIn. When the VIn is below 3V3, the VOut remains at 3V3.
The measurement was made with the processor without firmware running. So the usage current is very low.
There is a switch that will make EN equal to VIn. The processor starts and sets a pin high, keeping the tps enabled.
As there is no way to disconnect the VOut from the circuit, I am afraid of connecting the battery and damaging another component.
The total current when everything is working will be around 300mA
Would the fact that the current is very low cause this problem?
I used the datasheet specifications. Below is the schematic and part of the PCB. L1 is Abracon 1R5.
