I'm using BQ25790EVM. Initially I thought there is an issue with my browser, but it kept happening with different browsers. I tried from my phone - same issue. The website would refuse to load. Then I disconnected my phone from the Wi-Fi to connect via cellular and it worked! For some reason your server is refusing connection from my home IP address! Other TI tools work fine, so I'm completely lost here.

Did you try to download the TI Charger GUI?

I do have a TI account. I would have gladly downloaded the TI Charger GUI but I can't find the download link. The only link I can see is for the online tool which denies me the access. I get the same result with the link you provided. The whole dev.ti.com is blocked. My guess is the TI's server blocks my IP address for some unknown reason. Is there a way for you to provide me the installation file for the TI Charger GUI other than via dev.ti.com?

My current IP is 98.161.164.197. In case my IP changes and this happens again, who should I contact?
