I am not using an encrypted file. I am using the file shared on the TI website under TI Design & development for the material called TPS2660. I attach downloaded the link.

These are compatible with Pspice for TI.

You can download Pspice from TI and use the model for simulation.

For other simulation tool, you need the unencrypted files which are give through NDA.
