A short circuit was found recently on the IC pin, and some IC materials might be affected by tidal waves due to a typhoon flooding in Taiwan in July!
The customer found that there were several PCB boards that were shorted when the electricity power was switched on.
Not sure if it is due to moisture or electrical issues, please help to explain and offer advice.
VCC(Pin 1) to Ground(Pin 4) => Low Impedance
Pin 8 to Pin 5 => 2.5 Ohm
Pin 7 to Pin 8 => 3.5 Ohm

Hi Brian,
First, I would like to know any possible confirmation of external water damage.
With damage on both primary and secondary side, it makes me think that it is damaged by an external factor.
These impedance measurements definitely show damage to most likely the internal diodes in the driver due to EOS.
